HR software is bought by size and by country. A suite built for a multinational is the wrong tool for a company of eighty, and payroll written for one country's rules is of little use in another.
This list is grouped accordingly. We are on it ourselves, in the last group, and say so.
00The list: HR software companies, by what they do
Companies are grouped by what they do, and the order within a group means nothing. Each entry gives two public facts — where the company is based and what it makes — and no prices, market shares, funding figures or rankings. Quantum Beetle, which wrote this page, appears once and is marked as such. Corrections are welcome at hello@quantumbeetle.ai.

01How this list was made
Three tests for inclusion: human-resources software is the company's product or a large, named part of its work; what it does is publicly documented, so the one-line description can be checked; and it is used well beyond one city or one customer.
The list was last reviewed on 2026-10-10. Companies merge, rename products and move, so treat it as a map of who exists, not a verdict on who is best. Corrections and additions: hello@quantumbeetle.ai.
02Which kind do you need?
- Thousands of employees across countries: one of the large suites, with an implementation partner.
- Tens to a few hundred employees with ordinary rules: a product for small and mid-sized companies, chosen for your country's payroll.
- Employees in India: a maker whose payroll is built to Indian statutory rules.
- Hiring is the main need: an applicant tracking system, which most HR suites can connect to.
- Shift patterns, allowances, union agreements or structures no product handles without workarounds: HR software built to order.
03Questions to ask any of them
- What will it cost over five years, not at purchase: licences, implementation, customisation, upgrades and support?
- How much of our process must change to fit the product, and how much of the product must change to fit us?
- Can we take all our data out, in full and in a usable form, whenever we choose?
- Does payroll follow the statutory rules of every country we employ in, and who keeps it current?
- Who can see pay and personal records, and is every view logged?
04Where Quantum Beetle sits
In the last group. We do not sell an HR product, and for most companies one of the products above is the right choice. We build HR systems for the cases they handle badly, and we join HR to the rest of the business so a new hire entered once appears everywhere they should.
In short
- HR software is chosen by company size and by country, before brand.
- Payroll must follow local law; check that first.
- An applicant tracking system is a separate product that connects to HR.
- Build to order only when your rules or structure defeat the products.
- Quantum Beetle wrote this list and is on it, as a team that builds HR systems to order.
Questions
Which is the best HR software?
It depends on size and country. Workday, SAP SuccessFactors and Oracle serve large global organisations; Rippling, Gusto, Personio and others serve smaller ones; Darwinbox, Keka, greytHR and Zoho are widely used in India. The best one is the one whose payroll follows your country's rules and whose scale matches yours.
Which HRMS companies are from India?
Darwinbox and Keka in Hyderabad, greytHR in Bengaluru, Zoho in Chennai, PeopleStrong in Gurugram, ZingHR in Mumbai and HROne in Noida, among others.
What is the difference between HRMS and ATS?
An HRMS manages people once they work for you: records, payroll, attendance, performance. An applicant tracking system manages candidates before they do: applications, interviews, offers. The two are usually connected.
Does Quantum Beetle build HR software?
Yes, to order: employee management, payroll, attendance, performance, workforce planning and recruitment systems built to a company's own policies. See quantumbeetle.ai/systems/people/hrms.
How do I get a company added or a description corrected?
Write to hello@quantumbeetle.ai with the company's name, city and a one-line description of what it makes. We add companies that meet the three tests in the section on how the list was made.
Sounds like your problem?
